How to upscale your videos to 720p in sony vegas pro 9

Can this be done with Vegas Movie Studio HD Platinum instead of Pro? The new Pro 10 is out, but it's a heck of a lot more expensive than HD Platinum and doesn't look like it has much of anything more useful in it except the Sound Forge which I don't need (I'm an Auditon user myself).
