From my own set up of this layout, a single Kato power unit does power both tracks but by putting a 'centre off/changeover switch in line with each feed to the inner and outer tracks you can one in one direction and one traveling in opposite from a single controller, and so stop a track if needed too.

Does the power pack power both tracks on the "dedicated" set or do you need multiple packs?
