A replicant would not have had an emotional response..Hence Leon shooting Holden first or Rachel's lack of response. Felicia's response was human, she was visibly upset at the thought of the Tortise upside down, baking and unable to turn over. So if you had retired Felicia you would now be an Ex-Blade Runner and in jail for retiring a human.
