PS3 uses just the reports of regular users, as long as they provide evidence, or if you are reported multiple times by different users. This has nothing to do with death threats or where you live. A lot of people on the net today, doesn't know that IP ban is ineffective . what they ban, is your system, xbox 360 and PS3 have to send identifying information about the device, they validate that information to let you online, if it is in the banned list, you can't access.

IP ban is useless. or only for very temporary purposes. most people have dynamic ip.
