The big cop was trying to do him a favor. Guy was probably facing one night in jail at the most. This display likely bought him several days in the slammer and an EMS bill to get the probes pulled out. If a huge cop like that grabbed me by the collar, I'd probably stand in sqaure one until I was sure he had gone home for the day.

That was an example of police brutality and I usually support the police.
The suspect was in custody and didn't want to stand on a square and do some test or other, probably a sobriety test.
So if the suspect doesn't do it and there are consequences to the suspect, that's their problem.
But to grab the suspect by the throat, have the suspect tell you they'll pursue charges against you if you do it again while sitting CALMLY on a chair, then taser the person... is abusive.
