No, that's the Civil Defence symbol that is used in the USA. It's actually a blue circle with a white triangle in it and the centre that's not a (cat's) eye, but the letters CD in red. It has an international counterpart too, that is an orange circle outlined with purple, that has a purple triangle fit in it.
