The very hot water will freeze on contact with the cold air because the surface area of hot water / steam is much greater then that of cold water. Greater surface area = more surface area for cooling. The reason that there is more surface area is because of the increase of the vibration of the water molecules due to the increase of the energy (heat).
@andeaver1937 Boiling water freezes faster then room temp water its to do with the extreme change in temperature making the very excited water molecules suddenly stop.This creates ice much faster and harder then if it was given time freeze normally. You can test this out at home by making ice cubes, take normal cold tap water and boiling water and see which freezes faster.
@kiwichameleon11 that's hot, but not REALLY hot. In Arkansas we have reached at least 107 for the past few days now. Combine with humidity from the Gulf and it is a regular sauna! It gets cold around winter, too, and I've wanted to try this, but I don't think it's ever been cold enough to try that (yet). -22 F!?! I'll take the hot weather over that any day!

wow that was great. Hey I have couple of questions for you.
1) when you throw boiling water into the air What does it become? snow? I can not see it and I don't know because I haven't been in cold place before.
2) Where do you live?
3) have you ever been in temperature more then 41 ºC = 105.8 ºF temperature ?
