Some civilizations will be more advanced some not, it's logical that not all the life on other worlds/ planets existed before us or after us, there are many different random combinations. Advanced does not mean Intelligent. They could be the size of blue whales and have low intelligence, but still they will be advanced on that. Being smart does not mean you are above some animal which could tear you apart with its jaws or run 10X your speed.

Advancing in techology can be long, hard and even dangerous making it hard to find intelligent life. Plus their is a big line between non intelligent and Intelligent life forms. Animals like Bears, Whales/Dolphins, Chimpanzees and dogs are usually classified in the middle or close to human intelligence. Instincts can make an animal do many things even the impossible like Bees and their hives.
