Rome was a republic, but although the people could vote, only the nobles were allowed to be senators and consuls. The constitution does not vest public servants in authority that gives them power over the people. Only taxes, military, government itself, corporations and foreign affairs. The point of the fucking thing is to protect the people and allow them to self govern as a REPUBLIC under common law.
