Actually, the UK Government doesn't advise on the appointments of the knights of the Order of the Thistle (the premier order of Scotland) nor the Royal Victorian Order (reserved for the royal household) either. The other orders of knighthood (Bath, St. Michael and St. George, British Empire) are essentially political awards given on the Prime Minister's advice (read: order!).
