In the Crazy Hard Mode is almost impossible to break the arms of Axel Gear. I preferred attacking him with the rocket while I dodge the punches he continued.

Hold L + R, and when releasing the rocket to the side to evade, release L + R and press L or R or, depending on the side for which you are blench.
