i went to barcelona and saw a similar scheme but it requires u to sign up online so they give you a card which i think you use like an oyster card. so many people cycle there and the pavements are very wide allowing more space for cyclists/ pedestrians and less for cars :)

Actually cyclists (along with pedestrians and horse riders) are the only people with a legal right to use the public road. On the other hand using a motor vehicle on the publics' road is no more than a conditional privilege controlled via licence.
