Wow, it partly collapsed? Looks quite odd. Reminds me of a demolition which partly failed so the building was standing somewhat like this.

Thank you for your Comments ,the tower is under building ,there are two parts of the building ,the another part we can not see in this vidio,the two parts will connect each other in the air when the constructer finish.
