Jordan knew that both Aikka and he loved Molly/Eva but that if she became Avatar neither one of them could ever be with her so Jordan stepped down and allowed Aikka to have a future with Molly/Eva while he watched over them and their descendants for the next 10,000 years....in episode 25 he saw how much she loves Aikka so by then he knew that she would never love him the same way.
