Either Barver or Codeman discovered the letters SKOB in the graphics of KoFR2, I just tried to compare both engines. Oddly enough, when you turn Garou and KoFR2 into monochrome GB mode, they both have the same HUD glitch. Therefore...
It's weird. Only three of those characters were even in Mark of the Wolves. The others are from previous games in the series, or in Ryo's case, from the Art of Fighting (although he showed up in Garou Special).
The opening reminds me of that GBC Final Fantasy pirated game. And the music is the exact same music from that game... except whereas that game was actually good, this one seems mediocre at best.
Actually, the music's ripped from the official KOF '95 game for Game Boy. But given the fact that Sintax is notorious for stealing music from other games, it wouldn't surprise me at all if they were somehow involved in this one too.
This pirate kind of reminds me of that DBZ pirate also for the GBC where the music was stolen from Megaman Xtreme.

Um...you know, for a PIRATE game that's called Garou Mark of the Wolves, it sure messes the continuity up pretty badly.
Joe, Mai, Andy, and Ryo weren't even IN Garou: Mark of the Wolves.
