Does this hitch mount rack tilt down to allow you to open a back hatch door while the two bikes are in place? Also, does this rack lock to the hitch?

@infotechbiz You are not able to tilt this bike rack down while the bikes are in place. Also, this bike rack comes with a cable lock to lock the bikes to the rack, but you would need to purchase a separate hitch lock to secure the rack to the hitch. Let me know if you have any further questions.
