it is called a satire. it is funny and actionish. if you watch it you can see it is supposed to be funny and corny. like at the end when the guy gets splashed with toxic waste and mutates. that wouldn't happen that fast (or at all) in real life but the movie does it to be funny.

I love when Murphy gets into his squad car, peels out of the parking lot and into the city to complete his missions. The music was an excellent theme too as you can see the city from behind him as he drives! Excellent masterpiece!
