President Bush could have killed Bin Laden in 2001 at the battle of Tora Bora in Afghanistan. Bush did not trust his intel and Bin Laden escaped due to the President's decision. Also, the Sudanese government would have captured in Bin Laden in 1996. However, Bill Clinton turned their offer because his administration believed their was not enough evidence to prosecute Bin Laden.

Bush didn't. Bush basically gave up on finding him and said "I really don't think that much about him." When Obama took office, he ordered Panetta and the CIA to double their efforts in finding him and made an incredibly risky choice to attack the compound when there was no certainty he was actually there. Luck had nothing to do with it. It was the result of hard work and guts.
