@TheRatedxTeam This makes no sense. If what you're saying is that you can't use an AMD Radeon Graphics card in a system with an Intel CPU, you're wrong. My system runs an Intel Core 2 Duo E7400 and has an AMD Radeon HD 4850 graphics card and works with no issues at all.
There is something wrong with the hardware a wire is loose there is no post op beep and the fans continue to blow until the computer is turned off i had this problem before its a really simple fix it just means that something was not plugged in correctly check it over even if you are sure. I thought i was sure and it turned out to be my hard drive was loose a little bit. I thought it was the hard drive itself and i almost scrapped it.
@CGAkurei Correction it was actually my video card... the solution is take out your graphics card boot the comp up normally shut it down then put the graphics card back in and boot it up. it should install the drivers needed and the computer should run fine.

Have you tried booting without ANY RAM? May sound stupid, but where that would normally produce a beep code pattern, if it doesn't then you have a corrupt BIOS or a bad BIOS chip. Since it happened during a cleaning I'd guess loose component or static discharge.
@nuttypiglet well if you watched the video the compute was connected to the monitor by the DVI CABLE thats so the VGA was there for no reason i do not know why i pluggled in any ways i found out the problem and the motherboard broke down so i had to buy a new one :D
Your Motherboard looks ok, you did all rendom checks as required' but still the same. (right) Now check' or replace your CPU not responding to your hardware properly, could be damaged. I hope this will help you.

I have noticed this black screen problem happen's alot on Hp computers.Mine has the same problem though if you bang the screen lightly and the computer it should some how start up with the screen.If it does not work you might need to get a new screen or need to reboot you're computer.
@niceguy123ish as far as i know, if the boot screen comes out the problem has nothing to do with the monitor, if the boot up screen appeared then the monitor is working so the problem might be something not plugged right, dirty or ur hard drive might crashed. thanks for watching :D

Many times this can happend even when power supply is brokend.. Try with new.. Or you can test take out all of the ram and putt the computer on.. what kind of signal the computer gives you or does it sound at all. Then putt only one in. and On again.. Test with another videocard or take your card to another computer to test... Good luck
Check your power supply (most computer shops will test it for free). If that checks out, start looking at the capacitors. If you see them bulging on the tops, that could cause the CPU to fail to start. If all that fails, clear/reset the CMOS - sometimes that will hang it up, too.
@uPheXMovie not always the video cards are the problem you should go back and start cheking it out from where you took it a part and see whats dirty, not plugged in the right way or somthing suspicious that you think it shouldnt be like that. in my case i did and i found out that the motherboard had thermal paste all over.
I'd say you should take every piece out one by one, until you get some sign of it being on. For example, take out one RAM stick, try turning it on, and if it doesn't turn on put that stick back in and try the other RAM stick. Same goes for everything else in the computer.

@cardonfran if you don`t have the utility disk for the board lookit up on another computer and download the lan driver and install it. that might help you

This can be your RAM that need to be cleard for dust or so. if thats not the case you can always make a user on HP forum even though its not a hp computer:) there you will find alot of answars and help:) you can also post your own treat there:)
I forgot to mention that once the CMOS is cleared, you'll need to reset the date and time, and on older boards you'll need to manually make the board detect the hard disk(s). On newer boards, this should happen automatically.
It may be worth clearing the CMOS, either by removing the motherboard battery for 60 seconds, or if that fails, by temporarily moving one of the motherboard jumpers. You'd need to consult your motherboard user guide, to determine which jumper. Both these procedures should only be undertaken when the computer is switched off.
