A similar glitch happened if you used the exploder tool for Vice City on Playstation 2! You got any extraterestrial vehicles if you checked the hex- cheats.
I'm not a whiz on this stuff, but it looks like the game is looking for the wrong file for the wheels! Better contact the maker of that mod (if it's a mod). Might be a SAMP glitch too though.
oh,this happens to me to! But whit a trainer i was teleport in the middle of the ocean (very, very, very far of san andreas) and this happens, but not there...
