That's speculation, which can't be used as fact. Besides, I've seen quite a few non-Fuhrer's with the hat and mustache.

Better argument: Arakawa had said in a guidebook that she decided not to make Mustang Fuhrer at the end because he's "too young". But who's to say he won't be Fuhrer later? For the time being, Grumman is.

@PridefulShadow Think about. Why else would they give Roy a mustache? Every Fuhrer so far (Bradly & Grumman) has had a mustache and I'm pretty sure its a symbol of the Fuhrer. There is no other reason I can think of for giving Roy a stache only at the end. The hat Roy's wearing could also be a symbol. The only time I ever recall anybody wearing that hat was Bradly during the Ishvalan Extermination in episode 30 and Grumman only after he became Fuhrer in episode 64.
