Regular normal SOLDIERs are just basically infused with Mako. The ones with wings are usually product of an experiment with not JUST Mako, but like in Sephiroth's case, Jenova cells.

basically the wings sprouted because they are jenova projects, so they have genetic mutations and side effects, much like the monsters that they were trained to slay, the you encounter throughout the game. when they realize they have wings, angeal and genesis see themselves the same as the monsters they were trained to kill. angeal loses the will to live, and genesis wants a way to reverse it.

and of course sephiroth tries to take over the world altogether.

If you look closely at Jenova, she has these red stubs sticking out of her back. these are probably what's left of HER wings after 2000 years in the ice... The only ones to sprout wings were those wo were infused with Jenova cells in the womb, they all got it from her- although Sephy was the only one to physically resemble her in anything other than the wing. There's only one wing because... well, I think because they're all at least half human.

Gackt voices Genesis in the Japanese version of Crisis Core. It's obvious the character is loosely based on him. He also sung the theme song "Redemption" for Dirge of Cerberus which features G(enesis) at the very end of the game. Gackt even wore the full Genesis costume for the music video and for his "Diabolos" concert appearances at that time.
