Yes he was. He had the Dark Mark as he needed to to get into the Tower to murder Dumbledore. Therefore he WAS a Death Eater.

Where in the book does it say that? It doesn't specify that at all. Narcissa didn't have a Dark Mark either but she still served the Dark Lord.

Harry only SPECULATED that the barrier that was put up wouldn't let someone with a Dark Mark in, but it never stated if that was the actual CASE. You're assuming.

Actually on the train to Hogwarts in 6th year, when Blaise gets back from the Slug Club meeting, Draco shows them something on his left forearm and what else could it have been but the Dark Mark?

yes, but narcissa went to the meetings that only death eaters could go to. Follows such as greyback were not allowed to go to them because they did not have the dark mark. It is true that she may not have it, but it is much more likely that she it especially since she was part of the inner circle, all of which had the dark mark. I belive people in the outer circle may not have the dark mark(like greyback)
