The CRA act of 1977 was SPECIFICALLY designed for poor inner city neighborhood business's and individuals. It was done in 'the name of discrimination" with no thought that unqualified applicants just migt have a problem of paying the loans back. The principle that the Community Reinvest Act was built on was that financial institutions should REINVEST in the communities that they served. You are correct. People forget that Congress spends money and NOT the President. All a President can try to do is veto Congress. President Bush 43 served in the same Texas Air National Guard unit along side tens of thousands of other Texans of all backgrounds. Were they all "draft dodgers" because their unit was never sent to Viet Nam??? Also, President Bush 43 was a qualified Air National Guard jet fighter pilot with 15 months training to fly jet planes. You either take the plane off and land it alone or die. No one helps with that skill. He has over 300 successful solo landings in jet fighter planes.
