That thing is not an hang glider. Is actually the original Leonardo da Vinci device that he designed in the 16th century. It is now on display in the "Museo della storia e della tecnica" in Milan, Italy. The guy's name is Icaro.
Its actually a Rogallo wing, designed in 1948 by Gertrude and Francis Rogallo, for NASA. Didn't show up as hang gliders until the 60's. The Da Vinci glider had ribs along with a different wing shape. I believe Kitty Hawk Kites is the school that you see in the video.

Keep running and stay on the down tubes. Theirs no reason to go prone or use the control bar until your 500+ feet.
