Astor Piazzola composed this song as a tribute to his father, who died back in Argentina while Astor was touring his way up to New York. Because of his economic situation and distance, he couldn't attend the funeral nor be near his family as properly.
By the way, "nonino" wasn't the actual name of his father, His name was Vicente Piazzola. In italian "nonno" means "garndfather", so, because of their italian heritage (as most argentinos), "nonino" was the way he was called by his grandchildren.
