The fact that you don't realize that the PLO holds jurisdiction over the WB and has even forbidden Jews from holy sites shows your ignorance.

Approximately 2% of West Bank Palestinians live in IDF controlled areas, the other 98% are under PLO jurisdiction. Tell me, try to think logically, why are settlements then such a strong precondition to negotiations, maybe its not about settlements but about any Jews on "Arab lands"?
