He's got the terminology wrong. A scupper is the horizontal "spout" that comes off the roof. A Leader Head or Conductor Head is the "bucket" that collects the water and the downspout is what comes off the Leader Head.
i lived in savannah for years... the reason there were no down spounts on that house was because they were copper.. and when copper prices go up, gutters start getting stolemn

That "scupper" is what we call a conductor head. I make my own.
