This is a conceptual sketch, the new models of the building look a lot nicer, plus the inside looks like a 7-star hotel. As for the rest of the floors he is employing about 600 people as domestic staff, that would be their living quarters (I suppose). Lastly such properties don't have resale values as such, because the ones that can afford such large sums just prefer to design and build it.

This home is in Mumbai which has the costliest realeaste in the world (more than downtown manhattan). The reason this house costs more is not because of its aesthetic value but because of the city it is being built in. I know there are shanties in mumbai worth hundred thousand dollars. This is simply a result of demand and supply. It is the most populous city in the world and realestate comes at a premium.
