I would imagine that would depend on your application! If it's in-home, such as lights - you would spend a fortune, therefore you may need a wireless data connection (such as bluetooth or wifi) instead of a modem (phone). But wifi would be inpracticle as you would need a computer or wifi enabled phone.
A Bluetooth application on your phone that wirelessly triggers a different type of controller would be the next best thing to sending messages.
