i have a boat I am looking to buy that has a crack in the hull from hitting something but way above water line, and surface cracks, they said the transom was weak and looked good to me, any advice on reinforcing transom, fixing surface cracks the best way possible, and restoring the boat to make it look like new?

I have been doing gelcoat repair for thirty years full time and i could tell you all the reasons this is not how you repair stress cracks or apply geloat.
also anyone who uses duraglass or auto bondos are not a true professional.
You are correct in saying this is not how to repair stress cracks. The video specifically says that this is a cosmetic repair, and stress cracks require structural repair before a cosmetic repair can be effective.
Second, this video is addressed to the do-it-yourselfer, not the professional. There is no question that a professional shop would have access to different techniques and tools. However, for small cosmetic repairs, this method has worked very well for significantly less cost.
Gel Coat is NOT recommended for spraying on a surface in place of paint. It does not self level or cure to a gloss. It would need to be sanded and buffed, a task you don't want to do for a large area. Stick with automotive paint.

TAP Gel Coat is available in our website. It comes in 2 colors white and neutral.
