Not in this form. Actually, the final version was known as "Outrun Europa", and it had some significant changes. For instance, while the prototype version featured you driving the Testarossa through european countries in a race against time, the released version included an agent plot, and you never drove a Testarossa, having instead vehicles like Porsche 911, F40, motorcycle, a boat and even a jet-ski.

Wish they get this released in GTW... *sigh*

No it did not, though they have similar names, "Outrun Europe" and "Outrun Europa" are not related to each other, other than both being a product of US gold. I know this from info from the "High Voltage Sid Collection".
