Their fear of him gives him his power, since nobody remembers him, he's powerless. So, Freddy tricks Jason into killing people at Springwood, knowing they would blame Freddy, thus making him more powerful. Freddy comes back, but Jason won't stop killing people, so they end up having a huge fight, with the people caught in the middle.

Freddy is a more genuinely better villain in my opinion, as your not really sure wether he is real or not, and though he may not be as physically strong as Jason, he uses his power to manifest his victims fears. I would personally be more afraid of someone like that, as you never know how he will strike, or if he even will. Jason is just a silent, big ass guy with a machete that goes around slicing people to death, compared to Freddy who has a real personality.
