@SuperMfreeman dude you connect the itouch to the comp hold the power button and home button and then it will turn off and then u let go of the power button on top but have itunes open then it will pop up and hold the home button til u click restore and til it says its preparing the itouch

plug it in to the PC and hold both the home and unlock button.

to manually attempt to fix it is to hold the home button then the top button and wait for the apple sign to come up then hold the home button untill it turns on

This has to work. It is 100%. MAke sure you are doing it manually. connect your iphone to itunes. and hold the two buttons. then release the unlock button but do not let go of the home button.
