S. was not a truly representative government until the 1965 Voting Rights Act, it was not a free country until the 1964 Civil Rights act. In fact slavery was permitted until Lincoln's Proclamation of Emancipation. Mandatory flu shots were given to Navy Personnel on ships. 4 ships ended up quarantined, at least 2 officers died. Can't remember exact #s but out of 337 (I think) only 14 did not contract the flu.
