That was what Alan Moore originally intended when he wrote the character V. He wanted to leave it ambiguous. The reader should decide, is V a freedom fighter or just a terrorist. The author didn't really like the movie adaptation because V was cast in a mostly heroic light. This scene, however, makes one wonder.

1:55 there is what appears to be a shot of evey and inspector finch in the future, together in a home presumable as a couple. Right before that he says he could see "everything that was going to happen." The last line of the movie evey says to Finch, "Do you like music Mr. Finch?"--an indication that their relationship was just about to start post revolution. Evey at 1:55 could be the lesbian actress character and the figure in the mirror is barely noticeable but I think I'm on to something.
