You're right. In a true experiment, you would first think of what you want to explore. In this case, I reviewed the materials because this is a planned experiment led by a teacher to model the Scientific Method. After doing this model experiment, students would have to come up with their own project idea and move through the steps in the correct order.
@marknmelb Wrong! You can't gather the materials until what you are going to do and you wont know that until you question, predict and then decide your procedure for using what you have gathered to gain your result.
You did the steps out of order you gathered matterials at start.
