You can get it at LEGO Shop@Home. It's reference 8886. There's also a longer version, available to some countries, with reference 8871.

Dear Mr. brickpile it's obvious that we won't use this idea in trains. But now I know how to build an 1:13 scale pneumatic-electric excavator with new PF engines and steered with Control Center 2.

Yeah but the battery box and extra cables are bulky, and having a PF version of the train controller would be cool....

Tempting to hack open a train controller and battery box, and put the electronics from the latter into the former.

Actually, if you shorted out the correct pins on the PF connector, you'd get the same result. That's what the battery box does, but without modifying any LEGO parts.
