That is under the Executive Orders directive if I am not mistaken. Which is different than a Pres. Disaster Declaration for a Natural Disaster.

i belive that yes texting is on a differnet tower becuse in a local city (owensboro) the cell towers were down for for aoute an week... but texting was perfectly fine... great video.... im trying to get throw to my parents... we have state of emergancy atleast once every 2 years.... one year we had 3 state of emergencys...... and they still dont get it! v great video!
