I like this, you made a good presentation, quite immersive. you should submit an episode idea to the BBC maybe in the same way if you have a full story (and if you have time of course in a busy life!) as well to suggest its direction because i liked how you put it all together. And it is always fun when old doctors intersect time lines! :)

its not always timelocked, only the war, you could go back so far to go there and warn them off the daleks but in the old series he admits he cant face going back,and he says the tardis is telling him it refuses(cuz its telepathic)

i might have just made this up...but i've always seemed to believe you can only go to gallifrey in what would be the correct time for you? altho for the 7th doctor Gallifrey (two Ls) does still exist, it's the 8th/9th that lose it...if it did indeed "burn".

yeah he can tell the difference between a flux and fix point in time. I always had this theory that maybe he got exiled again and they just used something similar to a camelion circuit to put in memories of galifreys destruction.
