You actually don't have to do the mission or save anybody to get this item. I get the ball right after I performed the surgery on him when I first discovered Big Town. I was just exploring the town, found Timebomb, performed the surgery, and he woke up and when I talked to him later outside he gave me the lucky 8 ball. I didn't even know about saving Red or the other guy until after I saved Timebomb.

That's a different character entirely, you know. Sticky is an optional temporary companion you take to Big Town, while Timebomb there, who gives you the Ball, is just some random other NPC you can help.

You're still acting as if Sticky (the Annoying Fan-esque character) is the one who gives you the ball. Timebomb, the NPC who gives it to you, is an entirely different character.

there is a glitch that if you take the almost perfect perk while you have this in your bag you will only get your luck up to 8 and you have to carry the 8 ball around to keep the 9 luck

Well if it is not showen on the pip-boy it is possible that it might not actually increase the luck stat but increase the critical hit chance instead which would also explain why even though I have 10 luck it still says good luck added or removed when I add it to or remove it from my inventory.
