It's not always meant to mean negative. Revolutionary Gaurd or IRGC is the better part of the army. Its seperate from the army.

They get better weapons. They are NOT like the national guard. They are the ones that really believe in Islam. They are teh right wing guys who love the military. I'm in the US.
