There were two ways to get phats. But they are already fixed. The first was talking to the bank guard and quickly enabling Tele-Grab. Using the tele-grab on the dropped blue phat during the movie. And next was choosing "Offer-X" on the phat and inputing 0 in a trade. But they are already fixed.

This actually works, it's just the wrong method, You need some silk, shearers and a dye. You must go to the second floor of Lumbridge Castle and use the silk and the dye to get dyed silk, and use it on the machine close to the stairway inside a room. Then, you'll use the shearers. But it will stay uncomplete since there's no way to paste the first and the last part of it to make a partyhat.
