They don't mean to put them in, infinites are just bugs in the combo system left by the developers accidentally, and found by other ignorant players that think they are real combos and then set out to tell the world they are awesome now because they found something that was never meant to be in the game. Case in point: most Marvel VS Capcom players.

Yeah, it's because his jumping C doesn't have a generous hitbox like his B does. Chun can do her full air combo after his tag, though.
