I Have Watched it and This Film is Pretty Amazing!

I'm looking for a movie done in the same way as the kill bill vol 1 anime sequences. It's about a poison spread in Paris and a dude who's trying to stop that. I can only remember bits and peaces but I remember that the poison is spread by filling some big parade balloons and making them explode in Paris. Anyway if this rings a bell please reply with the title please.
