That scene symbolically replicates a real incident. Sometime back in Sivan(a city in Bihar) goons of Syed Shahabuddin, a MLA from ruling RJD(laloo's party) had opened fire from AK riffles in court premiss on serving city SP. Intentions as reported was not to kill but an attempt to put fear. Result was same as shown here. The MP enjoyed life as nothing had happened and SP was transferred.
