@Vocaliodrinfan123 Luka had an English voice bank from the start so she can say/sing all English letters correctly. With other vocaloids you do get that because Japanese doesn't have all the English sounds so the artists have to fake it using whatever Japanese character sounds closest the the English letters they want.

@AnimeLuver70 Sorry, it's a professional program that's around $200. There's a freeware program that's similar, called UTAU, that you can get. It's not as good as Vocaloid, but it's pretty cool. I only have UTAU at the moment, but I'm planning on getting a Vocaloid. This one (Luka), actually.
