Well it's more commonly known as a reverse special, or the B reversal. Some chars can do it with some other of their specials than just standard B. And as BluLinkdesu said, it can be used or lead to mindgames, spacing, etc.
I like your creativity with naming it, in this case specifically to Bowser and his B reversal, haha.
"We" don't but I do. You don't have to go by the name I gave it. Call it w/e you want and its harder to B stick moves that are on the neutral B button. Which is why I'm showing that you can do this one without B sticking. Not all special can be Bsticked. Try it for yourself and see how difficult it is.

Yes, it is.Most characters can do this by pressing back immediately after B.
