You can dance "in clave" or "out of clave". A good dancer will move their body (shoulders, rib cage, feet etc...) to the rythmn you feel the clave gives you. So it doesn't matter if you are breaking with or without the clave or if you highlight it or not.
NY Style, LA Style and Mambo may or may not follow the clave depending on if the clave is 2-3 or 3-2.
So you can go on 2 and follow the tumbao or go on 1 and follow the clave it is on 1 - doesn't matter.

I personally feel that if you learn "Salsa on 1" first or "Salsa on 2" first it will not make learning the other dance any easier.
Mambo breaks on 2. There may be different sytles of Mambo. Mambo done in ballroom breaks forward on the Left foot on 2.
Salsa on 2 (NY Style) - breaks back R on 2. Maybe this could be called "NY Mambo".
