The pure aluiminium "shell" without the steel frameworks would be very light, but not near 10 pounds, like you say. However, the entire car is fulled up with compressed helium, which makes the total weight near 10 pounds, beacuse if it was any lighter it would just nudge against the roof and they couldn't control it. Depending on the weight to the amount of helium they put in the thing ratio, they could have real tires on or fake ones, I can't tell.

Of course it's not a real bloody car, stripped down or not. On the other hand, it isn't just a balloon either - that's why it's so realistic. There is no way you could get enough buoyant force from that volume of helium at a reasonable pressure to lift an actual car.
